This Saturday, April 10, at 9 a.m. We’re going back to our Cactus wren restoration site in Black Mtn. Park. The picture in the flyer below is from our last one when a big group of the National Honor Society from Westview High School came out. We planted a ton of California sunflowers and other native plants in an expansion of the restoration site. We had lots of blooming flowering shrubs and bulbs around us there. We’ll only have 2-3 more of these volunteer opportunities before the spring season closes and it becomes too hot to plant. &lt;br /&gt;&lt;br /&gt;Be sure to bring plenty of water or juices to drink as it’s beginning to warm up a bit. It also unanimously approved to accept the recommendations from the city on how to address issues and concerns. The report and recommendations were requested soon after the third fatality in a year on a stretch of the roadway between Poway Road and Evening Creek Drive North/Evening Creek Drive East.&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://2.bp.blogspot.com/_IZMm3P3I3Es/S3Xxd-q_nOI/AAAAAAAAAlw/NtvygBkJ7Rk/s1600-h/file_193_VCalmVMS-Cicon.jpg" imageanchor="1" style="clear: left; cssfloat: left; float: left; margin-bottom: 1em; margin-right: 1em;"&gt;&lt;img border="0" ct="true" height="200" src="http://2.bp.blogspot.com/_IZMm3P3I3Es/S3Xxd-q_nOI/AAAAAAAAAlw/NtvygBkJ7Rk/s200/file_193_VCalmVMS-Cicon.jpg" width="184" /&gt;&lt;/a&gt;&lt;/div&gt;The recommendations that will be implemented within the year include installing RPMs (Raised Pavement Markers) near all roadway striping, including near the medians, on the southbound and northbound lanes of Sabre Springs Parkway; and installing two V-Calm signs. A "V-Calm" sign is a product name for a particular Electronic Speed Sign or sometimes called a Driver Feedback Sign. One on the northbound and one on the southbound lane of Sabre Springs Parkway, that will alert motorists of their current speed and also track vehicle speeds in excess of the speed limit.&lt;br /&gt;The city said the two measures should work in conjunction with each other to help calm traffic on this stretch of Sabre Springs Parkway. San Diego Police will also be able to use the speed survey data to track speeds by radar and issue citations for violators.&lt;br /&gt;The planning group is very thankful to the city's traffic engineering staff for acting quickly and producing a report and excellent recommendations in a very short amount of time. &lt;br /&gt;In other planning group news, the group voted 7-1 to install angled parking in front of businesses on the west side of a portion of Evening Creek Drive South and North. The Department of Environmental Health offers the following food safety tips to prevent food-borne illness in the event of power outages: &lt;br /&gt;&lt;br /&gt;Keep potentially hazardous foods, such as meat or poultry, at 41°F or less &lt;br /&gt;&lt;br /&gt;Discard any potentially hazardous foods that has risen to room temperature and remained there for two (2) hours or more &lt;br /&gt;&lt;br /&gt;When the power comes back on, all potentially hazardous foods must be evaluated for proper temperatures &lt;br /&gt;&lt;br /&gt;Please be advised that a power outage increases the risk of food borne illness and food preparation should cease until the power is fully restored. The northbound I-15 outside lane and the auxiliary lane between Poway Road and Ted Williams Parkway/SR-56 and the outside lane of eastbound Ted Williams Parkway will also be closed during this time.&lt;br /&gt;&lt;br /&gt;Motorists traveling to I-15 north from westbound Poway Road will be detoured to north on Sabre Springs Parkway to west on Ted Williams Parkway onto northbound I-15. Motorists traveling to eastbound Ted Williams Parkway from northbound I-15 will be detoured to west on Carmel Mountain Road to south on Rancho Carmel Drive onto eastbound Ted Williams Parkway. Motorists traveling to westbound SR-56 will exit the freeway at Poway Road/Rancho Peñasquitos Boulevard and travel west on Ranch Peñasquitos Boulevard to westbound SR-56. At the meeting&amp;nbsp;were officer Phet Guiney, Susan Steffen, and John Ly the representative for Councilmember Carl Demaio.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; There were some excellent questions asked by our community members. The main topic of conversation was the recent car burglaries. According to officer Steffen the crime stats have not increased from this year to last. It just&amp;nbsp;feels like the crime has increased. The truth, according to officer Steffen, is the gangs usually hit one area at a time and then move on to the next. &lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; A very good point was brought up about reporting crimes. I know that a lot of us don't report the issues because we think that nothing will be done. Officer Steffen mentioned that it is very important to report all crimes. Officers are assigned to areas with higher crime reports. Sabre Springs has such low crime that only 1 officer is assigned to our area as well as Scripps Ranch. That is good and bad news. Good news that we are a very low crime area but bad news that we only have one officer patroling our community.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; If there is an incident the officers mentioned to call the non emergency number 858-484-3154 and ask for the "telephone report unit". Always file a report. Officer Guiney said that the only time to call 911 is if there is a fire, crime in progress or medical attention is needed.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; You may have noticed more police officers in our neighborhood giving out speeding tickets and wondering why they aren't working on crime issues. Officer Steffen said that they are traffic officers and don't work on burglaries.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The officers did mention that there is a spike in crime during the summer months. They didn't know why exactly. One possible reason was summer break. They did say that the break-ins were usually caused from gangs that live outside of our area.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Here are some possible solutions (nothing magical)&lt;br /&gt;&lt;br /&gt;1. &lt;strong&gt;Remove ALL items from your car.&lt;/strong&gt;&lt;br /&gt;&amp;nbsp; a. bags&lt;br /&gt;&amp;nbsp; b. garage remotes&lt;br /&gt;&amp;nbsp; c. purses as well as gym bags.&lt;br /&gt;&amp;nbsp; d. computers&lt;br /&gt;&amp;nbsp; e. EVERYTHING!&lt;br /&gt;&lt;br /&gt;2. &lt;strong&gt;Put cars in garage&lt;/strong&gt; - &lt;br /&gt;&amp;nbsp; Great time to clean out your garage and get rid of all that junk. This seems like a simple solution that also&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; appears to be the best.&lt;br /&gt;&lt;br /&gt;3. &lt;strong&gt;Exterior lighting&lt;/strong&gt; (motion detector lighting)&lt;br /&gt;&lt;br /&gt;4.&lt;strong&gt; Put a Pit Bull&lt;/strong&gt; in your car (just kidding)&lt;br /&gt;&lt;br /&gt;The last thing that we talked about was setting up Neighborhood watch programs. Beef Packers is taking this action as a precaution following investigations that determined there is an association between the ground beef products and Salmonella illnesses reported in Colorado. At this time, there have been no reported illnesses in San Diego County related to these recalled products. &lt;br /&gt;&lt;br /&gt;Below is the USDA website that lists the recalled products. The project will remove and replace some groundcover and other landscaping on a median in Sabre Springs Parkway, just south of SR-56/Ted Williams Pkwy.&lt;br /&gt;&lt;br /&gt;The design for the new landscape plan will now begin. Planting is scheduled to begin by this fall. The goals of the project are to reduce water and energy use as well as maintenace costs by providing a more sustainable median landscape. Parking issues in the residential areas of Evening Creek Drive East, Shy Bird Lane, Granite Creek Road, and Cool Lake Way&lt;br /&gt;The planning group will discuss updates on options for dealing with parking issues on these streets.&lt;br /&gt;c. Additional applications will be conducted at three week intervals or as needed.  Higher temperatures have increased adult mosquito activity.  Adult mosquito populations will be monitored every two weeks, countywide. &lt;br /&gt;&lt;br /&gt;County Vector Control will use a helicopter to apply mosquito larvicide to local wetlands to reduce mosquito breeding. The larvicide is not toxic to humans and does not pose a risk to wildlife or the environment. &lt;br /&gt;&lt;br /&gt;Controlling mosquito breeding is essential in preventing the spread of West Nile Virus and other mosquito-borne diseases.  West Nile Virus is a mosquito transmitted disease that has its peak occurrence during the warm summer months.  The symptoms of WNV include: headache, fever, nausea, fatigue, skin rash or swollen glands. About one in 150 people infected with WNV develop more severe symptoms, such as meningitis, encephalitis, or myelitis.  &lt;br /&gt;&lt;br /&gt;If you think you have symptoms consistent with WNV, contact your healthcare provider.
