Hello all,
It’s time for our bi-monthly restoration volunteer work party. This Saturday, April 10, at 9 a.m. We’re going back to our Cactus wren restoration site in Black Mtn. Park. The picture in the flyer below is from our last one when a big group of the National Honor Society from Westview High School came out. We planted a ton of California sunflowers and other native plants in an expansion of the restoration site. We had lots of blooming flowering shrubs and bulbs around us there. We’ll only have 2-3 more of these volunteer opportunities before the spring season closes and it becomes too hot to plant.

Be sure to bring plenty of water or juices to drink as it’s beginning to warm up a bit. And we’ll be meeting again in the new meeting place maps and directions. Hope to see you!

This coming Saturday, Feb. 27, we have our third restoration work party of the new season, from 9-1. See the flyer below for details and the accompanying maps. Parking can get a bit crazy at the Community Park as you know so we urge you to carpool. We’ll be in the northeast corner of the park as usual, so you can also just drive by and drop your passengers off with us and we’ll help you find a parking spot (we have a few secret ones nearby). We’ll be carpooling from the meeting place to the restoration site.

Future volunteer project dates are: March 13, March 27, April 10, April 24, May 8, May 22. The meeting place may change, so watch for our email blast. Thanks, and hope to see you there!

Sabre Springs Parkway Report
At its January 20, 2010, meeting, The Sabre Springs Planning Group voted unanimously to receive a report from the City on the issues and condition of Sabre Springs Parkway. It also unanimously approved to accept the recommendations from the city on how to address issues and concerns. The report and recommendations were requested soon after the third fatality in a year on a stretch of the roadway between Poway Road and Evening Creek Drive North/Evening Creek Drive East.

The recommendations that will be implemented within the year include installing RPMs (Raised Pavement Markers) near all roadway striping, including near the medians, on the southbound and northbound lanes of Sabre Springs Parkway; and installing two V-Calm signs. A "V-Calm" sign is a product name for a particular Electronic Speed Sign or sometimes called a Driver Feedback Sign. One on the northbound and one on the southbound lane of Sabre Springs Parkway, that will alert motorists of their current speed and also track vehicle speeds in excess of the speed limit.
The city said the two measures should work in conjunction with each other to help calm traffic on this stretch of Sabre Springs Parkway. San Diego Police will also be able to use the speed survey data to track speeds by radar and issue citations for violators.
The planning group is very thankful to the city's traffic engineering staff for acting quickly and producing a report and excellent recommendations in a very short amount of time.
In other planning group news, the group voted 7-1 to install angled parking in front of businesses on the west side of a portion of Evening Creek Drive South and North. The new angled parking will help increase on-street parking for the businesses along this portion of the street and also cause the large semis, box trucks, and RVs to park only on a portion of the east side of the street.

Food Safety Related to Power Outages

Due to current weather conditions, San Diego County may experience electricity outages, including at food facilities. The Department of Environmental Health offers the following food safety tips to prevent food-borne illness in the event of power outages:

Keep potentially hazardous foods, such as meat or poultry, at 41°F or less

Discard any potentially hazardous foods that has risen to room temperature and remained there for two (2) hours or more

When the power comes back on, all potentially hazardous foods must be evaluated for proper temperatures

Please be advised that a power outage increases the risk of food borne illness and food preparation should cease until the power is fully restored. If you have any questions, you may contact an Environmental Health Specialist at (619) 338-2379 from 8am to 5pm or after hours at (858) 565-5255. Sabre Springs Residents I-15 Construction Advisory

Dear I-15 Community Member:

Please be advised that the northbound Interstate 15 (I-15) on-ramp from westbound Poway Road and the northbound I-15 off-ramp to Ted Williams Parkway/State Route 56 (SR-56) close to the Sabre Springs community will be closed starting Friday at 10 p.m. and reopening at 5 p.m. on Saturday. The northbound I-15 outside lane and the auxiliary lane between Poway Road and Ted Williams Parkway/SR-56 and the outside lane of eastbound Ted Williams Parkway will also be closed during this time.

Motorists traveling to I-15 north from westbound Poway Road will be detoured to north on Sabre Springs Parkway to west on Ted Williams Parkway onto northbound I-15. Motorists traveling to eastbound Ted Williams Parkway from northbound I-15 will be detoured to west on Carmel Mountain Road to south on Rancho Carmel Drive onto eastbound Ted Williams Parkway. Motorists traveling to westbound SR-56 will exit the freeway at Poway Road/Rancho Peñasquitos Boulevard and travel west on Ranch Peñasquitos Boulevard to westbound SR-56. Please see the attached construction advisory for a detour map. Detour signs will be posted to direct motorists around these closures. Please click here for more information.

Also, please be advised that construction will continue Sunday night on the Poway Road/Rancho Peñasquitos Boulevard bridge over Interstate 15 (I-15), requiring the closure of southbound I-15 in the area from 11:30 p.m. to 4:30 a.m. Motorists traveling south on I-15 will be detoured to west on State Route 56 (SR-56) to south on Black Mountain Road to east on Mercy Road onto southbound I-15. Detour signs will be posted to direct motorists around the closure. Bridge construction may cause noise but must be done at night to minimize disruptions to the weekday commute.

Sabre Springs Bike Lane

To provide safe travel for pedestrians and bicyclists by constructing Class 1 Bike Path.

PROJECT DESCRIPTION

The project provides for a 10-foot wide Bike Path on the southern side of Poway Road between I-15 and Sabre Springs Parkway by widening the existing 5-foot wide sidewalk to the south. The project includes the installation of retaining walls with the fence on the top and revegetation of disturbed areas in accordance with the City. The project requires a Site Development Permit because it lies partially within a Multi-Habitat Planning Area (MHPA).

CONSTRUCTION SCHEDULE & COST

Construction Start: June, 2011

Construction Complete: October, 2011

Construction Cost Estimate: $1,000,000

STATUS

We are presently in the 30% design stage.

High Speed Rail - Special Meeting (San Diego I15 freeway)

As confirmed at our Oct 15th board meeting, this months Regional Issues meeting will be a noticed Special Board meeting of the RBCPB for the purpose of addressing the high speed rail project.

We are holding this special meeting to accommodate the Nov 20th deadline that has been established for the receipt of community comments. (hearing this item at our next regularly scheduled meeting of November 19th would not allow the board enough time/any time to meet this deadline)

Issues related to the elevation line(s), noise, visual quality,impacts during construction and alternative alignments also have an impact on the (neighboring) communities of Rancho Penasquitos , Sabre Springs, San Pasqual and Mira Mesa and for this reason we are also inviting the Chairs of these planning groups to attend and participate in our discussion.

BACKGROUND

The Sabre Spring Community Plan encourages the development of a system of bikeways within the community tying into the Regional Bicycle Network. You are cordially invited to attend a community meeting on Monday, November 9, 2009, at 6:30 p.m. at the Carmel Mountain Ranch/Sabre Springs Recreation Center to discuss the future of the Sabre Springs Planning Group. This is not an official planning group meeting.

The two options we will discuss are:

Increasing membership to 12 members, as required by city council policy, or
Allowing the planning group to go dormant until 12 members come forward to volunteer.

If we get to at least 12 members and have enough interest in maintaining the planning group, then we would also like to discuss options for reconstituting the planning group as a town council or community council and expand our areas of influence and interest.

We want this to be for the benefit of you, the residents of Sabre Springs.

San Diego Police would like to remind you that there are ways to prevent Auto Thefts and Car Burglaries in your area.

Please remember these simple steps to avoid becoming a victim:

 Never leave your car running unattended
 Close all windows and lock your doors
 Remove all property worth stealing from view
 If you spend money for security devices, USE THEM every time you leave your car unattended

 Park in lighted areas or garage (if possible)

Water Conservation Incentives Restart for San Diego County Residents and Businesses

SoCal Water$mart and Save A Buck programs available September 21

Several popular rebates for water-saving devices will once again be available to San Diego County residents and businesses starting next week.

Beginning at 9 a.m. Monday, September 21, SoCal Water$mart and Save A Buck rebate programs will be offered on a first-come, first-served basis until funds are depleted or until May 31, 2010, whichever comes first.

Both programs are administered by the Metropolitan Water District of Southern California through the San Diego County Water Authority and its 24 member agencies. MWD is the largest supplier of water for the San Diego region.

“We are pleased that MWD is relaunching these important programs to help San Diego County residents and businesses conserve water indoors and outdoors,” said Bill Rose, water conservation program executive for the Water Authority. “Because the budgets for both

programs will be far more limited than past years, we want to make sure our ratepayers have a fair opportunity to take advantage of these money-saving incentives before funding runs out.”

Residents in the Water Authority’s service area can apply for rebates on high-efficiency clothes washers, high-efficiency toilets, weather-based irrigation controllers, and rotary nozzles with pressure-regulating heads through the SoCal Water$mart program. No advance rebate reservation is required. Rebate applications for purchases made on or after September 21, 2009 will be available online at http://socalwatersmart.com/. Water$mart will run through May 31, 2010, or until the $6 million for the program are depleted. Participants should check the website regularly for the latest information on qualifying devices and products and rebate amounts.

The Save A Buck program is available to water agency customers who own or manage commercial, industrial and institutional facilities or multi-family properties. Save A Buck rebates include high-efficiency toilets, weather-based irrigation controllers, rotary nozzles with pressure-regulating heads, water brooms, cooling tower conductivity controllers and ph/conductivity controllers (HVAC), steam sterilizers and dry vacuum pumps (medical), and high-efficiency clothes washers (multi-family). Some devices or products from previous Save A Buck programs are no longer eligible for a rebate.

Save A Buck participants must obtain a rebate reservation online prior to purchase and installation of a qualifying device. Phone reservations are not available. After obtaining a reservation, participants must purchase and install the device, and submit the completed application within 45 days of the reservation confirmation to receive a rebate. Reservations will be available at www.mwdsaveabuck.com on a first-come, first-served basis or until the $4.6 million for the program are depleted. Participants should check the website regularly for the latest information on qualifying devices and products and rebate amounts.

Sabre Springs Crime Meeting Report

       I think we had a very productive meeting regarding the recent crime issues. At the meeting were officer Phet Guiney, Susan Steffen, and John Ly the representative for Councilmember Carl Demaio.

      There were some excellent questions asked by our community members. The main topic of conversation was the recent car burglaries. According to officer Steffen the crime stats have not increased from this year to last. It just feels like the crime has increased. The truth, according to officer Steffen, is the gangs usually hit one area at a time and then move on to the next.

     A very good point was brought up about reporting crimes. I know that a lot of us don't report the issues because we think that nothing will be done. Officer Steffen mentioned that it is very important to report all crimes. Officers are assigned to areas with higher crime reports. Sabre Springs has such low crime that only 1 officer is assigned to our area as well as Scripps Ranch. That is good and bad news. Good news that we are a very low crime area but bad news that we only have one officer patroling our community.

     If there is an incident the officers mentioned to call the non emergency number 858-484-3154 and ask for the "telephone report unit". Always file a report. Officer Guiney said that the only time to call 911 is if there is a fire, crime in progress or medical attention is needed.

     You may have noticed more police officers in our neighborhood giving out speeding tickets and wondering why they aren't working on crime issues. Officer Steffen said that they are traffic officers and don't work on burglaries.

     The officers did mention that there is a spike in crime during the summer months. They didn't know why exactly. One possible reason was summer break. They did say that the break-ins were usually caused from gangs that live outside of our area.

Here are some possible solutions (nothing magical)

1. Remove ALL items from your car.
a. bags
b. garage remotes
c. purses as well as gym bags.
d. computers
e. EVERYTHING!

2. Put cars in garage -
Great time to clean out your garage and get rid of all that junk. This seems like a simple solution that also      appears to be the best.

3. Exterior lighting (motion detector lighting)

4. Put a Pit Bull in your car (just kidding)

"I wanted to warn our neighbors to keep their cats and small pets indoors at night. Last evening, my husband, daughter and I returned home around 9:30 pm and saw a mid-sized coyote standing in our front yard. We're on the corner of Granite Creek Road and Pocano Way and the corner is well lit. We even had our front house lights on but the lights didn't seem to scare the coyote."

Beef Recall

The County of San Diego, Department of Environmental Health has been advised by the United States Department of Agriculture (USDA) of a recall of Beef Packers Inc ground beef products. Beef Packers is taking this action as a precaution following investigations that determined there is an association between the ground beef products and Salmonella illnesses reported in Colorado. At this time, there have been no reported illnesses in San Diego County related to these recalled products.

Sabre Springs Planning Group Approves Project

On Wednesday, your planning group, acting as the maintenance assessment district, approved the use of approximately $40,000 in excess reserve funds for a water-wise median demonstration project. The project will remove and replace some groundcover and other landscaping on a median in Sabre Springs Parkway, just south of SR-56/Ted Williams Pkwy.

The design for the new landscape plan will now begin. Planting is scheduled to begin by this fall. The goals of the project are to reduce water and energy use as well as maintenace costs by providing a more sustainable median landscape. It is the hope of the group that the design of this new median landscaping and irrigation will serve as a template for future maintenance assessment district projects, as funds become available.

A subcommittee of planning group members met with Joe Henderson, Andy Field, Jaime Diez (city of San Diego), and Nate Magnusson (Schmidt Design Group) in June to discuss excess funds in the maintenance assessment district reserves. The subcommittee will discuss its recommendation for what to do with the excess reserve funds.
b. Parking issues in the residential areas of Evening Creek Drive East, Shy Bird Lane, Granite Creek Road, and Cool Lake Way
The planning group will discuss updates on options for dealing with parking issues on these streets.
c. Parking issues on Evening Creek Drive North and South
The planning group will discuss updates on parking issues and receive an update on the status of the installation of angled parking.
d. Planning Group Executive Committee – Craig Balben
The planning group does not currently have a vice chair. The planning group will discuss options to fill this vacancy.

Vector Control

San Diego, CA July 15 2009 San Diego County Vector Control program will conduct aerial applications of mosquito larvicide at various wetlands throughout the county next Tuesday, 7/21/2009 in the North County and Wednesday, 7/22/2009 in the South and Central County.

This will be the fifth aerial drop of mosquito larvicide for the 2009 mosquito breeding season. Additional applications will be conducted at three week intervals or as needed. Higher temperatures have increased adult mosquito activity. Adult mosquito populations will be monitored every two weeks, countywide.

County Vector Control will use a helicopter to apply mosquito larvicide to local wetlands to reduce mosquito breeding. The larvicide is not toxic to humans and does not pose a risk to wildlife or the environment.

Controlling mosquito breeding is essential in preventing the spread of West Nile Virus and other mosquito-borne diseases. West Nile Virus is a mosquito transmitted disease that has its peak occurrence during the warm summer months. The symptoms of WNV include: headache, fever, nausea, fatigue, skin rash or swollen glands. About one in 150 people infected with WNV develop more severe symptoms, such as meningitis, encephalitis, or myelitis.

If you think you have symptoms consistent with WNV, contact your healthcare provider. Remember: the best protection against this virus is to prevent mosquito breeding and mosquito bites.
