Los Penasquitos Cactus Wren Restoration Help

Hello all,
It’s time for our bi-monthly restoration volunteer work party. This Saturday, April 10, at 9 a.m. We’re going back to our Cactus wren restoration site in Black Mtn. Park. The picture in the flyer below is from our last one when a big group of the National Honor Society from Westview High School came out. We planted a ton of California sunflowers and other native plants in an expansion of the restoration site. We had lots of blooming flowering shrubs and bulbs around us there. We’ll only have 2-3 more of these volunteer opportunities before the spring season closes and it becomes too hot to plant.

Be sure to bring plenty of water or juices to drink as it’s beginning to warm up a bit. And we’ll be meeting again in the new meeting place  maps and directions. Hope to see you!

Restoration work party


This coming Saturday, Feb. 27, we have our third restoration work party of the new season, from 9-1. See the flyer below for details and the accompanying maps. Parking can get a bit crazy at the Community Park as you know so we urge you to carpool. We’ll be in the northeast corner of the park as usual, so you can also just drive by and drop your passengers off with us and we’ll help you find a parking spot (we have a few secret ones nearby). We’ll be carpooling from the meeting place to the restoration site.
Future volunteer project dates are: March 13, March 27, April 10, April 24, May 8, May 22. The meeting place may change, so watch for our email blast. Thanks, and hope to see you there!

GREAT NEWS FOR SABRE SPRINGS!

Sabre Springs Parkway Report
At its January 20, 2010, meeting, The Sabre Springs Planning Group voted unanimously to receive a report from the City on the issues and condition of Sabre Springs Parkway. It also unanimously approved to accept the recommendations from the city on how to address issues and concerns. The report and recommendations were requested soon after the third fatality in a year on a stretch of the roadway between Poway Road and Evening Creek Drive North/Evening Creek Drive East.
The recommendations that will be implemented within the year include installing RPMs (Raised Pavement Markers) near all roadway striping, including near the medians, on the southbound and northbound lanes of Sabre Springs Parkway; and installing two V-Calm signs. A "V-Calm" sign is a product name for a particular Electronic Speed Sign or sometimes called a Driver Feedback Sign. One on the northbound and one on the southbound lane of Sabre Springs Parkway, that will alert motorists of their current speed and also track vehicle speeds in excess of the speed limit.
The city said the two measures should work in conjunction with each other to help calm traffic on this stretch of Sabre Springs Parkway. San Diego Police will also be able to use the speed survey data to track speeds by radar and issue citations for violators.
The planning group is very thankful to the city's traffic engineering staff for acting quickly and producing a report and excellent recommendations in a very short amount of time.
In other planning group news, the group voted 7-1 to install angled parking in front of businesses on the west side of a portion of Evening Creek Drive South and North. The new angled parking will help increase on-street parking for the businesses along this portion of the street and also cause the large semis, box trucks, and RVs to park only on a portion of the east side of the street.

a. Sabre Springs Parkway – Traffic Engineering Issues (Time certain:
7 p.m. - 45 min.) The city will present the results of their survey and findings of traffic issues and pedestrian/bicyclist safety on Sabre Springs Parkway. The planning group will discuss and possibly vote in regards to the report.

b. Angled Parking on Evening Creek Drive North and South (15 min.) Discuss and vote on installing angled parking near the business park along Evening Creek Drive North and South. (See city letter attachment.)
c. Medical Marijuana Task Force Recommendations (15 min.)
Discuss and vote on the zoning and land use recommendations of the Medical Marijuana Task Force regarding marijuana dispensing cooperatives and collectives. The city is seeking input from planning groups before it takes further action on this item; it is also scheduled to be heard by the Community Planners Committee at its February 23 meeting and will be going to the city council’s Land Use & Housing committee this March. (See chairman’s letter to City Council, Task Force recommendations, and other attachments.)
d. Fiscal Year 2011 Sabre Springs Maintenance Assessment District Budget (15 min.)
Discuss and vote on the SSMAD FY11 budget. Rachele Melious, chair of the SSMAD subcommittee, will present the committee’s recommendation. (See budget attachment.)

Discuss and vote on creating a bylaws subcommittee. It is recommended that the committee would be tasked with reviewing the existing bylaws and recommending changes to them. (See bylaws attachment.)

Discuss and vote on creation of an elections subcommittee. It is recommended that the committee be tasked with conducting outreach and preparing the planning group for the upcoming March elections.
