High Speed Rail - Special Meeting (San Diego I15 freeway)

As confirmed at our Oct 15th board meeting, this months Regional Issues meeting will be a noticed Special Board meeting of the RBCPB for the purpose of addressing the high speed rail project.


We are holding this special meeting to accommodate the Nov 20th deadline that has been established for the receipt of community comments. (hearing this item at our next regularly scheduled meeting of November 19th would not allow the board enough time/any time to meet this deadline)

Issues related to the elevation line(s), noise, visual quality,impacts during construction and alternative alignments also have an impact on the (neighboring) communities of Rancho Penasquitos , Sabre Springs, San Pasqual and Mira Mesa and for this reason we are also inviting the Chairs of these planning groups to attend and participate in our discussion.

Sabre Springs Bikeways

BACKGROUND


The Sabre Spring Community Plan encourages the development of a system of bikeways within the community tying into the Regional Bicycle Network. The project ties into the existing Class 1 Bike Lane that leads to Mira Mesa and provides for the construction of a Class I Bike Path (combined pedestrian and bicycle travel) easterly along the south side of Poway Road from the Interstate 15/Poway Road interchange to Sabre Springs Parkway, approximately 1,950 feet in length which replaces the existing Class II Bikeway located within the shoulder of Poway Road.

GOAL

To provide safe travel for pedestrians and bicyclists by constructing Class 1 Bike Path.

PROJECT DESCRIPTION

The project provides for a 10-foot wide Bike Path on the southern side of Poway Road between I-15 and Sabre Springs Parkway by widening the existing 5-foot wide sidewalk to the south. The project includes the installation of retaining walls with the fence on the top and revegetation of disturbed areas in accordance with the City. The project requires a Site Development Permit because it lies partially within a Multi-Habitat Planning Area (MHPA).

CONSTRUCTION SCHEDULE & COST

Construction Start: June, 2011

Construction Complete: October, 2011

Construction Cost Estimate: $1,000,000

STATUS

We are presently in the 30% design stage. The Site Development Permit is with Development Services for review.

Community Meeting - November 9 @ 6:30 p.m.

You are cordially invited to attend a community meeting on Monday, November 9, 2009, at 6:30 p.m. at the Carmel Mountain Ranch/Sabre Springs Recreation Center to discuss the future of the Sabre Springs Planning Group. This is not an official planning group meeting.

The two options we will discuss are:
  • Increasing membership to 12 members, as required by city council policy, or
  • Allowing the planning group to go dormant until 12 members come forward to volunteer.

If we get to at least 12 members and have enough interest in maintaining the planning group, then we would also like to discuss options for reconstituting the planning group as a town council or community council and expand our areas of influence and interest.

We want this to be for the benefit of you, the residents of Sabre Springs.
